If there is a conflict By-Laws take precedence over these Rules and Regulations

Membership

  • Membership is open to the public
  • All flying members must be a current member of the AMA thru the entire year of LEAF membership.
  • Full membership is limited to adults 18 years or older. NO PARK FLYER MEMBERSHIPS. Full AMA adult or junior memberships ONLY.
  • Youth membership is for those under the age of 18.
  • Supervision is required at the field for youth under the age of 16.

Dues Structure

  • As of October 01, 2024 -Adults 18 and older pay $75 yearly.
  • As of October 01, 2024 – ages 10 through 17 pay $25.
  • Youth under the age of 10 do not pay dues.
  • One time runway fee of $50 is assessed for each new adult members.
  • If a membership lapses but renews within 3 years, this fee is waived.

Voting Rights 

  • Voting privileges are limited to full members only.
  • Voting will be done during regular monthly meeting or special meetings called by the president or two officers.  
  • Voting may be by voice, show of hands or paper ballot at the discretion of the officer presiding the meeting.
  • Junior members in good standing older than 15 are eligible to vote on Ad Hoc topics.
  • More detailed items can be viewed in the new by-laws recently passed.

Meetings & Elections

Meetings shall be held once a month on a day and time to be determined by the membership, currently the third Tuesday of the month. Supplemental meetings may be called by at least 2 officers. Notices for these meetings must be in writing and e-mailed to the members at least 10 days prior to such special meeting.

Election for officers shall commence at the October meeting. Nominees will be added to an electronic ballot and made available to all members prior to the November meeting via the internet. Each full member can cast one vote for each elected position for that year. Results will be announced at the November meeting. Refer to the current bylaws for more detail information.

Club Officers

Officers of the club shall consist of (at the minimum) a President, Secretary/ treasurer and a safety officer. (AMA minimums)

  1. More officers may be created as needed and nominated and elected at any general meeting.
  2. All officers duties shall include the AMA officer guidelines and club requirements of these offices.

 Outdoor (Field) Flying Rules

All flying shall be in accordance with AMA safety rules, as shown on the back of your AMA membership application. All AMA safety rules are in effect at the flying site at all times.

1) All pilots must have a current AMA membership card on their person in order to fly.

2) All pilots must abide by the current safety rules and regulations of the AMA pertaining to the use and operation of radio-controlled model aircraft.

3) All pilots must obey the flight lines.

4) All airplane pilots will stand in one of the designated pilot boxes when flying aircraft.

5) Helicopters and drones may fly in the grass area at the north-eastern corner of the field or on the runway if cleared to do so.

6) All turns after takeoff are to be away from the pit or spectator areas, and no flying is to be done over the pit, lake, spectators, or parking areas.

7) All spectators must remain behind the chain link fence unless escorted by a Club member. 

8) No throttling up in the pit area! NO EXCEPTIONS! USE YOUR THROTTLE CUT SWITCH.

9) No aircraft will be taxied into the pit area. Shutdown of motor(s) must occur at the taxiway entry to pits.

10) Takeoffs, landings, and runway crossings shall be executed by announcing loudly.

11) All aircraft shall contain the owner’s name, address, phone number, and AMA number. The FAA number is required by the FAA to be visible on the outside of your aircraft. LEAF does not police this requirement.

12) No alcoholic drinks are allowed on the property. No flying while under the influence of alcohol or drugs.

13) All aircraft and field boxes should remain in the pit area when not in use.

14) Any member sponsoring a guest must be with that guest when they are at the field.

15) Landing aircraft have unconditional right of way. Landed aircraft shall clear the runway as soon as possible.

16) Notify all pilots before walking onto or crossing the runway.

17) No R/C cars are allowed at the field. Insurance does not allow them.

18) Children must be supervised by a non-flying, nonparticipating adult.

19) Do not stand in the line of the prop arc of a running motor.

20) No firearms.

21) No smoking/vaping in the pit or areas that may affect non-smokers.

22) Dogs must be leashed and kept behind the table area.

23) No taking-off/landing from/on the taxi way’s. Take-off and land on runway only.

24) No flying from the picnic tables.

 Guidelines and Courtesies

1) Wear your ID badge. This also identifies you as a valid Club member to park officials patrolling the area.

2) Please be cautious of 3D aircraft.

3) Always perform a ground check.

4) In the event of a crash, wait for a clear runway to retrieve your aircraft.

5) Announce takeoffs, landings, and dead sticks so others may clear the way.

6) Range check receivers when new, repaired, or after a crash.

7) Keep the flying field area clean. Feel free to pick up after other members not quite as neat and clean as you are.

8) Ask unfamiliar flyers if you can help, and if they are members.

 

Indoor (Gym) Flying Rules

Do not fly over people or bleachers. Announce your intentions when taking off…landing…on the “court”…Etc.There will be a time allocated for “LIGHT and SLOW’ types to fly.  I.E. Vapors,Embers, Uberlites, Etc.   During “LIGHT and SLOW” flying the circuit will be CCW only. There will be a time allocated for “FAST and 3D” types to fly.  Aircraft type is anything faster than an Ember Type of aircraft, this includes all ParkZone/Eflite warbirds and all foamies.  During “FAST and 3D” any direction is OK but with an emphasis on collision avoidance.The intervals will be 15 minutes for each type of flying. Heli flying will be at either end of the gym.  If heli’s stay behind the basketball backboards there is no time limit, otherwise they fly with the “LIGHT and SLOW. NOTE: Rotocopters are special types.  Please see the coordinator of the event before flying. The event coordinator or safety officer has final say over event criteria.Children are not permitted beyond the spectator area unless under the direct supervision of an adult or under flight instruction..: $10 fee to fly.
